Fab Lab Camera Proposal

Discussion: different software to monitor 3d prints including Octoprint and Spaghetti Detective. But need cameras to monitor, and our current policy doesn't allow unmonitored cameras, even though in this case, these would not be filming any people.

Proposal:
Amend section 12 of the standing rules (currently the Security Camera Policy)
